Brandon, MB (CKLQ) - When it comes to growing and smoking pot in shared living spaces, should rules be implemented prior to cannabis becoming legalized?

He recommends an absolute prohibition on smoking, vaping and growing of marijuana in units.
But Ottawa lawyer Rodrigue Escayola says the greater common good must be balanced with property rights.
