Council Agenda Highlights
Brandon City Council held its final regular meeting of the 2022-2026 term Monday night, tackling a wide-ranging agenda that included tourism development, recreation projects, downtown parking changes, housing regulations and the future of a 24-hour youth safe space.
Tourism Strategy Takes Shape
Council received a first look at Brandon’s new tourism strategy and brand development work from consultants with UpHouse. The presentation included a teaser of the city’s new tourism identity, with a complete strategy and implementation roadmap expected to be unveiled in December.
Council Approves Youth Safe Space for Two Years
A public hearing drew significant attention as council considered an appeal of a conditional use approval for the 24-hour youth safe space located at 450 12th Street. After hearing from supporters and opponents, council approved the application for a two-year term, saying additional data will be needed before considering a longer-term arrangement.
Water Tower Could Become New Brandon Landmark
Rideau Park’s iconic water tower could someday become a new city landmark and visitor attraction. Council directed administration to explore options for refurbishing and lighting the tower, with a proposed $250,000 investment referred to the 2027 budget process. A report on possible designs is expected by March 2027.
Aquatic Centre Project Moves Forward
Council approved an application to Manitoba’s Growth, Renewal and Opportunities (GRO) infrastructure program for a proposed outdoor aquatic centre. Provincial funding could help support a future facility that may include amenities such as waterslides, a lazy river and accessible beach-style entry.
Digital Parking Coming to Brandon Streets
Brandon is preparing to introduce digital parking payments later this year. Council approved new parking rates that will allow motorists to pay using an app rather than coins. Rates will remain $1 per hour on most city streets, while hospital-area parking will be set at $2 per hour as the city coordinates the transition with Prairie Mountain Health.
Sportsplex Parking Lot Set for Upgrades
Council awarded a $311,000 contract to Zenith Paving Ltd. for resurfacing work at the Brandon Community Sportsplex. The project, which is supported by $235,000 in provincial funding, will improve parking lots and the main entrance area, with most construction expected in 2027.
Funding Reinstated for Pool Improvement Project
Council re-authorized more than $96,000 from the Sportsplex Reserve Fund for a hydronic pre-heating coil installation at the Sportsplex pool. The work was completed earlier this year, but the funding had not been properly carried forward in the budget process.
Utility Finances Continue to Improve
The City’s latest review of the Water and Wastewater Utility showed continued financial improvement. The utility recorded a $6.46-million operating surplus in 2025 and continues to reduce historic deficits while building reserves and investing in infrastructure upgrades.
New Rules for Housing Development
Council approved amendments to the city’s zoning by-law that will prevent additional dwelling units from being developed behind existing homes where the primary residence is being retained.
More Licensing Options for Pet Owners
Changes to Brandon’s Animal Control By-law will give pet owners added flexibility. Residents will now be able to purchase either a two-year licence or a one-time lifetime licence for dogs and cats older than six months.
Municipal Election Reminder
Monday’s meeting marked the final regular council meeting before Brandon voters head to the polls on October 28. The next regular council meeting is scheduled for November 16, when the newly elected council will begin its term
