The Manitoba government has introduced legislation aimed at improving safety for employees working in cannabis retail stores across the province.
Justice Minister Matt Wiebe announced Bill 56, which would amend the Liquor, Gaming and Cannabis Control Act by removing the current requirement for cannabis stores to cover their storefront windows. The province says the change would improve visibility from outside the business and help ensure workers are not isolated from public view.
The proposed legislation would also give the Liquor, Gaming and Cannabis Authority of Manitoba the authority to establish mandatory minimum staffing levels during specified hours. The move is intended to reduce situations where employees are required to work alone during periods of elevated risk.
The changes follow consultations with cannabis workers, labour representatives, business owners and UFCW Local 832, which has advocated for enhanced workplace safety measures following several violent incidents at cannabis retailers.
Labour and Immigration Minister Malaya Marcelino said workers, unions and employers consistently identified the removal of window coverings as a practical step toward improving safety. UFCW Local 832 welcomed the legislation, saying concerns about employees working alone have been a top issue raised by cannabis workers.
If passed, the legislation would affect cannabis retailers throughout Manitoba, including Brandon, which is currently home to 10 licensed cannabis retail locations.
